The current discussions on Macau’s electoral reform appear to focus on the technical changes surrounding the election arrangements—a positive phenomenon which however perhaps neglects a crucial matter of how the local Macau people can be encouraged to participate in political and social affairs. As in most glitzy towns, there are plenty of “dark allies” in Macau if one does not look away. Drug problem is not a recent phenomenon in this small town. In fact, Macau has one of the oldest drug treatment compounds around the Pearl Delta. Like gambling, misuses and abuses of alcohol and mind-alternating drugs are becoming more common.
